Beyond Safe Limits - Why are Reasonable Bonds Not Being Set?
Monday 4-16-18 there were 285 inmates in the Jasper County jail, Tuesday 4-17-18 there were 289 inmates in the Jasper County jail, Wednesday 4-18-18 there were 285 inmates, and Thursday 4-19-18 there were 269 inmates in the Jasper County jail.
I understand if your opinion is "so what's the problem, they wouldn't be there if they did nothing wrong". OK, there are at least 100 more human beings in jail than the jail was built to hold. Do you "Back the Blue"? That is almost 2 X's the capacity of the jail. Their budget can only handle a certain number of employees who are now at twice the risk of something happening to them trying to guard, feed, transport to court 2 X's the capacity of the jail, and make sure that those 2 to 3 inmates per cell get along with each other so a riot is not started and, God forbid, someone dies while in custody.
And more than likely they don't get paid $20.00 per hour, more like maybe $12.50. Think about it. So again, do you "Back the Blue"?
Again, my opinion is that Mr. Bartosh and some court officials need a come to Jesus meeting and set affordable bonds. Do our County Commissioners and Court Officials "Back the Blue"????
I want to leave something with you to chew on -- Why would you issue a Criminal Summons to someone who is charged with Failing to Register as a Sex Offender that carries a Felony D. And I guess they are sent them in the mail? The reason I say that is Fred Earnest Jones had to have been mailed one because the docket entry on case.net says "Returned Undeliverable". There is nothing in the docket entries for the other two -- Robert Michael Hargis and Charles Stanley Carman. Again, why would you issue and mail a criminal summons to someone who has Failed to Register as a Sex Offender?
And on that same subject, why would you mail a criminal summons to someone charged with Delivery of a Controlled Substance that carries a Felony C. Eugena Kim lives in Kansas. Why?
We have been discussing the Jasper County Jail the last several times, and I am wondering - What happened to the "Board of Visitors". What research I have done tells me that it was in existence when Joe Hart was sheriff and Charles Goodwin was the undersheriff. Glen Evans was the head of the Board of Visitors, they were volunteers and they did surprise inspections. The board would inspect the jail, tell the sheriff's department what had to be fixed by the next time they were there and the next time they were there could be the very next day. Anybody know what happened to the Board of Visitors and how to start it again?

When people go to court the amount of time that they're charged with and the location that they will be serving their time is determined to their. Here's an example of why Jasper County Jail is too full. I watch the court hearing ones for a man had gotten 3 DWIs within 2 weeks, the last one he was driving his work van. What he did for work was to travel, driving this van, painting water towers. He played with the judge that he could not go to prison because then he would lose his job. The judge asked him if he could do 10 days in county jail and the man said that he could so that's what he was sentenced with. If that man had been given the punishment he had earned he would have gone to a prison rather than the county jail and that would be one less. I wonder how many cases there are like this? How many times should someone have been sent to a prison but instead they were given too much lighter sentence and just sent to the county jail instead, from what I've seen it happens quite often. If you want to know what's truly happening choose some things on Casenet to follow, what people are charged with in the beginning and what they end up actually serving time for in the end. For instance the other man who was driving drunk ran off the road through someone's fence. In the end he was only charged with a malfunctioning horn! Not saying that everyone in County Jail deserves to be in prison because I'm sure there are some that should not be there, but our justice system here has some serious issues and that's what's causing the overcrowding. This is just my opinion.
